一 项目背景 Profile
为全面落实习近平总书记对重庆提出的“两点”定位、“两地”、“两高”目标、发挥“三个作用”和营造良好政治生态的重要指示要求，深入贯彻《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》以及长江经济带发展系列座谈会精神，推动成渝地区双城经济圈建设，2022年12月21日重庆市委第六届二次全会审议通过《中共重庆市委关于深入学习贯彻党的二十大精神，坚决拥护“两个确立”、坚决做到“两个维护”，在新时代新征程全面建设社会主义现代化新重庆的决定》。该《决定》细化推出“2+6+X”产业规划，其中生物医药是6大特色产业集群之一。在2023年6月5日召开的推动制造业高质量发展大会上袁家军书记强调：要着力打造“33618”现代制造业集群体系，创新打造生物医药、新型显示等6大千亿级特色优势产业集群，进一步强调“生物医药”在重庆未来产业布局中的重要地位。
On December 21, 2022, the
Second Plenary Session of the Sixth Chongqing Municipal Committee of the
Communist Party of China approved the Decision on“Deepening the Study and
Implementation of the Spirit of the 20th National Congress of the Communist
Party of China, Resolutely Supporting the 'Two Establishments,' and Firmly
Upholding the 'Two Maintenances' to Comprehensively Build a New Socialist
Modern Chongqing in the New Era and New Journey”for the purpose of fully
implementing General Secretary Xi Jinping's “two points” positioning, “two
places” and “two highs” goals, as well as playing “three roles” to create a
good political ecology. It also aligns with the Fourteenth Five-Year Plan for
Economic and Social Development, Proposals for the Long-term Goals in 2035, and
the spirit of a series of symposiums on the development of the Yangtze River
Economic Belt, to promote the construction of the Chengdu-Chongqing economic
circle. The Decision outlines the detailed "2+6+X" industrial
planning, with bio-medicine being one of the six characteristic industrial
clusters highlighted. During the High-quality Development Conference for
Manufacturing Industry held on June 5, 2023, Secretary Yuan Jiajun emphasized
the need to focus on building the "33618" modern manufacturing
cluster system, and create six major
billion-level characteristic advantage industrial clusters, including
bio-pharmaceuticals and new display technologies. He further emphasized the
important position of the "bio-pharmaceutical industry" in
Chongqing's future industrial layout.
重庆国际生物城是全市唯一同时拥有“国家战略性新兴产业集群”、“国家高新区”、“国家工业旅游示范基地”和“国家创新型产业集群”四张“国家名片”的高技术产业园，是重庆继长嘉汇、广阳岛、科学城等之后打造的城市重点功能片区，是成渝地区双城经济圈生物经济的重要增长极。
Chongqing International
Biological Park is a high-tech industrial park in Chongqing that holds the
distinction of being the only area in the city to simultaneously possess four
national designations: "National Strategic Emerging Industry
Cluster," "National High-tech Zone," "National Industrial
Tourism Demonstration Base," and "National Innovative Industrial Cluster."
It is a key functional area created after Changjiahui, Guangyang Island, and
Science City and serves as an important growth pole for the bio-economy in the
Chengdu-Chongqing economic circle.
随着重庆国际生物城总体规划、行动计划、转化措施的正式发布，其目标定位和战略价值不断升级。重庆国际生物城建设坚持以生物医药产业为核心，生物、生命、生态有机统一，医养、康养、医旅融合发展，未来将成为国际化、绿色化、智能化、人文化的城市典范，人与自然和谐共生、高品质生活的“峡江生命湾”，长江流域具有影响力、高质量发展的“国际生物城”。
With the official release of
the master plan, action plan, and transformation measures of this park, its
target positioning and strategic value continue to elevate. The park adheres to
the core of the bio-pharmaceutical industry, aiming for organic integration of
biology, life, and ecology, as well as the integrated development of medical
care, elderly care, and medical tourism. In the future, it will become an
international, green, intelligent, and humanistic model city, known as the
"Xiajiang Life Bay," where human beings and nature harmoniously
coexist, and an "International Biological Park" in the Yangtze River
Basin with influence and high-quality development.
高水平规划建设重庆国际生物城是筑牢长江上游重要生态屏障，推动生态产业化、产业生态化，探索生态优先绿色发展路径的重要举措；是落实成渝地区双城经济圈建设要求，打造重要增长极和新动力源的重要抓手；是做大做强重庆生物医药产业，推动高质量发展、创造高品质生活重要引擎；是推动产城景融合发展，探索山地生态城市建设和发展模式的重要载体。
The high-level planning and
construction of this park serve as an important measure to strengthen the
ecological barrier in the upper reaches of the Yangtze River, promote the
industrialization and ecological development of the ecological industry, and
explore the path of ecological priority and green development. It is a crucial
driver for implementing the requirements of the Chengdu-Chongqing economic
circle, creating significant growth poles and new sources of power.
Furthermore, it is an important engine for expanding and strengthening the
bio-pharmaceutical industry in Chongqing, promoting high-quality development,
and creating a high-quality lifestyle. Additionally, it serves as a vital
platform for promoting the integrated development of industry, city, and
landscape, as well as exploring the construction and development models of mountainous
ecological cities.
为落实袁家军书记提出的“坚持人民城市人民建、人民城市为人民，深化城市设计，加强整体规划，提升城市形象”等讲话精神，加快推动重庆国际生物城的规划建设和创新发展，将重庆国际生物城建设成为以生物医药产业为核心的高质量发展新引擎和高品质生活示范地，并在建设现代化新重庆的标志性窗口中取得新成效、作出新贡献、争创新地位、获得新感受、展现新气象，巴南区人民政府联合重庆市规划和自然资源局面向全球征集最具创意、最能体现定位与特色的重庆国际生物城重要地段详细城市设计方案。
To fulfill the vision expressed
by Secretary Yuan Jiajun, which emphasizes the importance of a city built by
the people and for the people, deepening urban design, strengthening overall
planning, and enhancing the city's image, we are committed to expediting the
planning, construction, and innovative development of the park. Our goal is to
transform it into a thriving hub for high-quality development and a showcase of
high-quality living, with the biomedical industry at its core. We aim to
achieve new breakthroughs, make significant contributions, strive for
innovation, and create a fresh experience for all residents in building a
modern Chongqing. To manifest this new atmosphere, the People's Government of
Ba’nan District, in collaboration with the Chongqing Municipal Planning and Natural
Resources Bureau, is inviting innovative and detailed urban design proposals
from around the world for key areas within this park. These proposals should
best reflect the city's positioning and distinctive characteristics.

项目概况
Positioning
重庆国际生物城位于明月山以东，与广阳湾智创生态城毗邻，处于两江新区、重庆经开区、长寿经开区等四大国家级园区环抱区域，与“长江风景眼”广阳岛仅一山之隔，距市中心直线距离20公里，总体规划面积约64平方公里。
The park is located to the
east of Mingyue Mountain, adjacent to the Guangyang Bay Smart Innovation
Eco-City. It is encircled by four national parks including Liangjiang New Area,
Chongqing Economic Development Zone, and Changshou Economic Development Zone,
and is situated in close proximity to Guangyang Island - an eye-catching
landscape on the Yangtze River with only a mountain between them. The overall
planning area covers approximately 64 square kilometers and is conveniently
located just 20 kilometers from downtown.
重庆国际生物城江岛相生、峡湾相映、城乡相依，山水林田湖草浑然一体，历史人文、自然资源极为丰富，好山好水好风光迸发着浩瀚生机。有市级历史文化名镇木洞古镇；有桃花岛、木洞中坝岛，有长江、五布河及其6条支流，有5座城中山体，有高峰湖水库及众多水塘，有长石梁以及湾、浩、洲、滩、碛等丰富的水文地貌和江河景观。重庆国际生物城目前已形成100余个生物医药项目的千亿级生物医药产业集群。
The park is characterized by
the harmonious coexistence of Jiangdao Island, Xiajiang Bay, and the
interdependency between urban and rural areas. The integration of mountains,
rivers, forests, fields, lakes, and grasslands forms a cohesive whole. It
boasts rich historical and cultural heritage, as well as abundant natural resources,
including splendid mountains, pristine waters, and breathtaking landscapes,
bursting with vitality. The park hosts the well-known historical and cultural
town of Mudong. Additionally, There are scenic spots such
as Mudong Zhongba Island and Taohua Island, the Yangtze River, Wubu River, and
their six tributaries, five urban mountains, Gaofeng Lake Reservoir, and
numerous ponds. It also features diverse hydrological landforms and river
landscapes, including Changshiliang, as well as bays, rivers, islands, beaches,
and dunes. The park has already formed a cluster of billion-dollar
biopharmaceutical industry with over 100 biopharmaceutical projects.

The development of the park is
centered around the themes of "biology, life, and ecology," with a
focus on technological innovation, digitalization, and intelligent
construction. It serves as an important bearing area for the National Medical
Center and the National Regional Medical Center, the core new engine for
Chongqing's ecological priority green development, a healthy biological park
where humans and nature coexist harmoniously, and a highly influential park in
the Yangtze River Basin.

The park's focus is on
"being international," with efforts aimed at targeting the forefront
of global bio-medicine and enhancing international competitiveness. Future-oriented
urban design at the international level will be applied to the building of
international urban areas, resulting in an attractive environment that draws
global biomedical talents, capital, and technology. This approach will help to
create a first-class business environment, a thriving innovation and
entrepreneurship ecosystem, and a high-quality living environment for all
residents.
聚焦“生物”，立足于生物医学领域特色优势，围绕生物医学、医药、医疗等领域，促进产、学、研、用深度融合，引入高能级科研院所和创新型科技企业，围绕“医养、医药、医旅”产业融合，以高水平的城市策划为片区经济增长和千亿产业集群提供空间支撑依据，高效服务产业发展。
The park's focus is on
"biology" - primarily engaging in bio-medicine, medicine, and medical
care as well as leveraging unique advantages in bio-medicine to promote the
integration of production, research, learning, and application. Additionally,
the park plans to attract senior scientific research institutes and innovative
technology companies to further enhance its ecosystem. By integrating
"medical care, medicine, and medical tourism," the park can
contribute to the regional economy and support industrial clusters at a 100
billion scale through meticulous urban planning. This approach will contributes to the development of industries
effectively.
聚焦“城乡”，围绕山水融合、城乡融合、岛城融合，结合TOD、EOD、场景营城等规划理念，建城市、兴乡村、聚人才、促创新，促进产城景文融合发展，着力完善功能、打造优美环境、厚植城市文化、强化现代化设施支撑，建设宜居宜业、宜乐宜游、功能复合的现代新城，营造具有科技感、艺术范、烟火气的居、游、乐、业、创等多元化场景。
Efforts in the park will be
focused on integrating mountains and rivers, urban and rural areas, and islands
and cities. Building upon planning concepts such as TOD (Transit-Oriented
Development), EOD (Ecology-Oriented Development), and empowering cities through
landscape, people can make a difference in several key fields. These include
city building, village revitalization, talent attraction, innovation promotion,
as well as the integrated development of industry, city, landscape, and
culture. Other areas of focus in the park include improving functions and
landscapes, cultivating urban culture, upgrading modern facilities, and
creating modern spaces that are suitable for work, life, entertainment, and tourism.
The creation of diversified scenario production, which involves high-tech and
artistic scenarios that encompass work, life, entertainment, and innovation is
also a key goal of the park.

征集范围
Solicitation Scope
本次征集分为两方面内容：一是对重庆国际生物城64平方公里总体规划进行提炼整合；二是对13.47平方公里（该面积未包含生物城大道两侧区域）范围进行详细城市设计。详细城市设计分为两个板块，板块1包括生物科技创新核心区、渝万高铁国际生物城站北侧区域、生物城大道沿线区域，除城市设计的基本设计要求外，该区域着重考虑场景营造、城乡融合、生态景观等内容。板块2包括木洞古镇、桃花岛全域和木洞中坝岛全域，除城市设计的基本设计要求外，该区域着重考虑桃花岛、木洞中坝岛的生态修复与古镇的保护利用规划。
This solicitation comprises
two main parts as follows. Firstly, it aims to refine and integrate the overall
plan for the 64-square-kilometer area of the park. Secondly, it seeks detailed
urban design proposals for the 13.47-square-kilometer area (excluding the areas
on both sides of the park Avenue). The detailed urban design is further divided
into two sections. Section 1 concerns the core area of biotechnology
innovation, the northern side of the park Station of the Chongqing-Wanzhou
High-speed Railway, and the area along the park Avenue. In addition to meeting
the basic design requirements of urban design, this section specifically
focuses on scene creation, urban-rural integration, and ecological landscape. Section
2 includes Mudong Ancient Town, the entire area of Taohua Island, and Mudong
Zhongba Island. Apart from addressing the fundamental design requirements of
urban design, this section also emphasizes the ecological restoration of Taohua
Island and Mudong Zhongba Island, as well as the planning for the protection
and utilization of ancient towns.
重庆国际生物城生物科技创新核心区域详细城市设计范围（包含生物科技创新核心区、渝万高铁国际生物城站北侧部分区域）涉及6.0平方公里用地，是集研发创新、创业孵化、成果转化为一体的创新核心区，也是生产服务和生活服务的公共核心，将打造成为集医养、医药、医旅融合的新示范，城乡融合发展的新样板，生物医学研究和高端科技研发功能高质量发展的新引擎，未来产业、未来社区、未来乡村的新窗口，最终形成“在山水间研创、在田园里生活”的高品质生活示范地，全面提升人民群众的获得感、幸福感、安全感、认同感，建设人与人、人与自然和谐共处的美丽家园。
The detailed urban design
scope for the biotechnology innovation core area of the park encompasses a land
area of 6.0 square kilometers. This includes the bio-technology innovation core
area and a portion of the north side of the Chongqing-Wanzhou High-speed
Railway International Biological park Station. The integrated innovation core
area serves as both a public core for production services and life services. It
will serve as a new demonstration of the integration of healthcare,
pharmaceuticals, and medical tourism. The area will also showcase a new model
of urban-rural integration development, fostering the high-quality development
of biomedical research and high-end technology R&D functions. It will act
as a new engine for future industries, communities, and villages, while forming
a high-quality life demonstration site that embodies "Doing Research and
Living in the Countryside." These efforts aim to comprehensively enhance
the people's sense of gain, happiness, security, and identity. The ultimate goal
is to build a beautiful home people and nature coexist harmoniously.
生物城大道是重庆国际生物城最重要的景观大道，其两侧区域北起木洞至广阳湾连接道，南至渝万高铁国际生物城站，东西两侧具体宽度由设计单位根据设计深度要求，在详细城市设计方案中确定。
The park Avenue serves as the
prominent landscape avenue within the park. It extends from the connection road
between Mudong and Guangyang Bay in the north to the Chongqing -Wanzhou
High-speed Railway International Biological Park in the south. The precise
width of the avenue's east and west sides will be determined by the design unit
based on the design depth. The specific requirements pertaining to these
aspects will be specified in the detailed urban design plan.
木洞古镇详细城市设计范围涉及2.4平方公里用地，是拥有三千年巴文化和千年商贸文化的市级历史文化名镇，是长江文脉中三千年巴文化的重要传承地，拥有众多代表性的巴文化特色与符号，从唐宋时期的“水国舟市”到明清时期的“渝州水驿”,有文昌宫、木洞粮仓、海军学校等珍贵的历史遗存。
The detailed urban design of
Mudong Ancient Town encompasses an area of 2.4 square kilometers. It is a
historically and culturally significant town at the city level, boasting a rich
heritage of three-thousand-year-old Pakistani culture and a thousand-year-old
business culture. This town showcases distinctive features and symbols, ranging
from the "Shuiguozhou City" during the Tang and Song Dynasties to the
"Yuzhou Water Station" in the Ming and Qing Dynasties. Additionally,
it is home to precious historical relics such as Wenchang Palace, Mudong
Granary, and Naval Academy.
桃花岛全域详细城市设计范围涉及4.4平方公里用地，是重庆国际生物城重要的自然科学生态岛，其建设以自然恢复为主、人工修复为辅，注重保护生物资源和岛旁长石梁，形成完整的水上水下生态系统，充分利用和整理岛上原农村宅基地，使其承载科普、体验、博览、民宿等功能，最终将桃花岛建设成为四季有花的长江上游自然植物园。
The detailed urban design of
Taohua Island spans an area of 4.4 square kilometers. It holds significant importance
as a natural science and ecological island within the park. The construction
approach for this island emphasizes natural restoration while incorporating
artificial restoration where necessary. The goal is to establish a
comprehensive ecosystem both above and below the water surface. The design plan
includes the proper utilization and reorganization of the original rural
homesteads on the island. This enables the island to fulfill various functions,
including science popularization, experiential activities, exhibitions, and
home-stays. Ultimately, the aim is to transform Taohua Island into a natural
botanical garden in the upper reaches of the Yangtze River, featuring
blossoming flowers throughout all seasons.
木洞中坝岛全域详细城市设计范围涉及0.67平方公里用地，是重庆国际生物城重要的自然人文生态岛，是“江上草洲”，其建设应着力保护和突出草洲、石滩特色，修复历史文化遗存，合理利用既有建筑。
The detailed urban design of
Zhongba Island in Mudong spans a land area of 0.67 square kilometers. It holds
significant importance as a natural, cultural, and ecological island within the
park, often referred to as a "grass island on the river". The
construction approach for this island should prioritize the protection and
enhancement of its distinctive features, including grass islands and rocky
beaches. Additionally, efforts should be made to restore historical and
cultural relics while ensuring the rational utilization of existing buildings.

主要设计内容
Main design content
（一）总体规划提炼方面
6.1 The overall plan
围绕山水融合、城乡融合、产城景文融合，运用场景营城理念，结合现状主要问题，对已编重庆国际生物城64平方公里总体规划进行迭代升级和整合提炼，明确规划目标，对功能布局、城市形态进行系统设计和通则管控，在满足总体规划原则的基础上，确立城市空间特色，概括城市总体空间格局、景观系统框架、公共空间系统。
By focusing on the integration
of mountains and rivers, urban and rural areas, and industry, city, scenery,
and culture, we aim to improve the master plan of the 64-square-kilometer park.
Our objective is to establish clear planning goals and functional layouts for
the city. This will be achieved by carrying out systematic design and
implementing general rule management and control of the urban form. While
adhering to the principles of overall planning, we will also emphasize the
creation of distinctive urban spaces. To achieve this, we will define an
overall urban spatial pattern, a landscape system framework, and a public space
system.
（二）详细城市设计方面
6.2
Detailed Urban Design
本次详细城市设计对象涉及新建区、古镇、岛屿等不同类型，具体设计内容既有相同之处，又各有侧重。除对土地利用、交通组织、开放空间、建筑形态等详细城市设计内容进行设计外，还需着重考虑场景营造、城乡融合、生态景观等内容。
This detailed urban design concerns
various types of areas, including newly-built areas, ancient towns, and islands.
The specific design content shares similarities and different emphases. Apart
from designs relevant to land use, traffic organization, open space, and
architectural form, it is equally crucial to prioritize scene creation,
urban-rural integration, and ecological landscape.
1、板块1包括：生物科技创新核心区、渝万高铁国际生物城站北侧部分区域和生物城大道沿线区域三个区域范围临近且均为新建区，其详细城市设计内容基本一致，主要包括以下方面。
6.2.1 The
park Avenue comprises three adjacent newly-built areas（Biotechnology
Innovation Core Area；A portion of the area situated on the northern side of
the International Biological Park Station of the Chongqing-wanzhou High-speed
Railway; The area stretches along the park Avenue）and
the detailed urban design content for each area is essentially similar. The key
aspects are as follows:
1）开发强度方面：强化水岸线、山脊线、天际线管控，完善强度高度密度分区，充分考虑沿五布河地带的空间秩序，体现建筑簇群舒朗开敞和高低起伏的空间韵律；注重沿生物城大道以及轨道TOD周边的城市界面和城市形态塑造，打造“错落有致、疏密有度、高低起伏”的城市天际线。
6.2.1.1 Development
intensity：it is important to enhance the management and control
of the waterfront, ridgeline, and skyline areas. This includes improving the
division of intensity and height density, taking into full consideration the
spatial order along the Wubu River. It is crucial to reflect the openness and
dynamic nature of the building clusters, while also emphasizing the shaping of
the urban interface and urban form along the park Avenue and around the
Transit-Oriented Development (TOD). The goal is to create a city skyline that
is "well-proportioned, dense, and dynamic".
2）建筑风貌方面：精心设计建筑风格，划分建筑风貌区，对生物城大道、滨水临山的界面提出管控要求，对主导建筑色彩进行引导，明确建筑第五立面控制要求，塑造“巴渝风情、国际风范、创新风尚”的山水城市风貌。
6.2.1.2 Architectural
style: it is required to carefully design the architectural style, divide the
areas into different architectural style zones, define control requirements for
the interfaces of the park Avenue, waterfront areas, and the mountains and guide
the dominant building colors and specify control requirements for the fifth
facade of buildings, thus shaping a landscape city style that integrates
"Chongqing style, international style, and innovative flavor".
3）交通体系方面：采用“小街区、密路网”，细化城市次支路系统，形成完整路网，并结合周边自然山水资源、历史文化要素、城市空间布局、目标人群需求，构建乡野步道、滨水步道、街巷步道，布局健身、休闲、儿童娱乐等设施，整合形成连续贯通、功能复合、充满活力的慢行系统。
6.2.1.3 Traffic
system: it is required to utilize a "small blocks, dense road
network" approach to refine the urban sub-branch system, thus creating a
comprehensive road network. This also requires the integration of surrounding
natural landscape resources, historical and cultural elements, urban spatial
layout, and the needs of target groups and the establishment of rural wild trails,
waterfront trails, street and lane trails, as well as fitness, leisure, and
children's entertainment facilities. All the above-mentioned can contribute to
a continuous, multifunctional, and lively slow traffic system.
4）场景营造方面：以产城融合、产业优先的重点功能片区作为场景营造的载体，运用“生态沁人、形态宜人、业态塑人、活态聚人、神态动人、心态悦人”的六态协同场景营城方法，体现山居、丘居、湖居、田居等诗意栖居意境，并明确场景化片区的空间范围、代表性场景位置。
6.2.1.4 Scene
creation: it is required to focus on key functional areas that integrate
industry and city, giving priority to industries as the foundation of scene
creation. Besides, you shall utilize the principles of "ecological
refreshment, pleasant shapes, vigorous business types". Therefor, the artistic
city-building method can reflect the poetic dwelling concepts of mountain
dwellings, hill dwellings, lake dwellings, and field dwellings. Moreover, you
shall clearly define the spatial scope and representative scene locations
within the scene-based area.
5）生态景观方面：结合景观建设需求，对五布河沿线的城景融合绿楔、自然山体、绿地公园、生物城大道等生态要素和景观要素进行系统性组织和设计，确定景观节点、景观界面等，把岸线做美，彰显现代感和艺术性。精心布局重要眺望视点，合理控制视线通廊，将森林、湿地、农田、江河和自然风引入城市，让好风景的地方有新经济，好生态的地方有好发展。
6.2.1.5 Ecological
landscape: it is required to systematically organize and design the urban landscape
along the Wubu River, integrate green wedges, natural mountains, green parks, the
park Avenue, and other ecological and landscape elements. You shall also determine
landscape nodes, interfaces, and others to create a beautiful shoreline that
highlights modernity and artistry, strategically position important viewpoints,
control sight corridors and integrate forests, wetlands, farmland, rivers, and
natural wind into the park to facilitate the economic development of scenic
areas and the ecological well-being of the city.
6）城乡融合方面：开展城乡融合示范设计，统筹布局城镇建设用地与农村建设用地，充分考虑集体经营性建设用地入市需求，促进城乡规划布局、要素配置、产业发展、基础设施、公共服务、生态保护等协同发展，构建城乡互补、工农互促、全面融合、共同繁荣的城市布局“一张图”。运用场景化规划方法，探索适应城乡融合特色的空间布局，精心绘就“在山水间研创、在田园里生活”的城乡美美与共的和谐画卷。
6.2.1.6 Urban-rural
integration: it is required to conduct a demonstration design for urban-rural
integration, coordinate the layout of urban and rural construction land, consider
the market demand for collectively-operated construction land and promote
coordinated development in terms of urban and rural planning layout, element
allocation, industrial development, infrastructure, public services, and
ecological protection. This aims to build a harmonious map of urban layout that
fosters support between the industry and agriculture sectors for full integration
and prosperity. You shall adopt a scene-based planning approach to explore a
spatial layout that suits the characteristics of urban-rural integration,
skillfully depict a harmonious picture of "Doing Research and Living in
the Countryside."
2、板块2包括：木洞古镇、桃花岛全域和木洞中坝岛全域详细城市设计征集内容主要包括以下方面。
6.2.2 Section
2 includes the entirety of Taohua Island, Mudong Zhongba Island, and the
detailed urban design of Mudong Ancient Town. The solicitation content focuses
on the following aspects:
1） 现状调研分析：对木洞古镇交通情况、整体风貌、建筑高度、开放空间、景观节点、历史建筑保护和利用等现状情况进行摸底调查；对桃花岛和木洞中坝岛的资源禀赋、入岛交通、市政设施、现状建筑、岛民居住、土地利用和生态问题等内容进行调研。
6.2.2.1 Current

extensive research on the resource endowment, transportation, municipal

2） 生态修复与保护利用规划：对木洞古镇的空间形态、整体风貌、开放空间等详细城市设计内容做出具体安排；结合桃花岛和木洞中坝岛现状调研情况，对两岛的功能布局、交通系统、城乡统筹等内容做出具体安排，对现状土地利用布局进行优化，提出耕地优化方案，对岛内“山水林田湖草沙”等生态要素提出保护修复措施。对“一镇两岛”提出开发利用原则、分期开发建议、具体管控要求和管理措施。
6.2.2.2 Planning
of Ecological restoration, protection, and utilization: You shall offer
specific arrangements for the detailed urban design content of Mudong Ancient Town
including spatial form, overall style, and open spaces and propose principles
for development and utilization,.Based on the investigation of Taohua Island and Mudong
Zhongba Island 's current situation, you shall provide specific arrangements
for the functional layout, transportation system, and urban-rural coordination
of both islands. It is a need to optimize the existing land use layout and
propose an optimized plan for cultivated land. This shall include measures for
preserving and restoring ecological elements such as mountains, rivers,
forests, fields, lakes, grasslands, and sand on the islands. Additionally, phased
development suggestions, specific control requirements, and management measures
for the integrated development of "two islands and one town".

申请人资格
pplicant Qualifications
（一）参赛申请人须是国内外合法注册的独立法人企业或机构，且具备如下条件：
7.1 Applicants must be legally
registered independent legal entities or organizations in China or abroad and
meet the following conditions:
1、中华人民共和国境内应征机构须具备城乡规划甲级资质和建筑行业(建筑工程) 设计甲级资质。境外机构须在其所在国家或地区具有合法营业范围，并具有我国境内合法经营和设计许可。
7.1.1 Domestic agencies in the
People's Republic of China must have Grade A qualifications in urban-rural
planning and Grade A qualifications in the construction industry (architectural
engineering design)，while overseas agencies must have a legal business
scope in their own country or region, as well as legal operating and design
licenses in China.
2、本项目鼓励与专业产业策划团队、具有生态修复经验的团队联合报名，联合体成员不得超过3家，且各方不得再单独以自己名义，或与另外应征机构组成联合体报名。境外应征机构联合境内应征机构的，境内应征机构资质要求同上。港澳台应征机构的资格要求参照境外应征机构资格要求的规定。
7.1.2 We encourage joint
applications with professional industrial planning teams and those with
ecological restoration experience. The consortium should consist of no more
than three members, and each party should not individually or form another consortium
with other applicants. If an overseas agency forms a consortium with a domestic
agency, the domestic agency must meet the same qualification requirements as
stated above. The qualification requirements for agencies from Hong Kong (China),
Macau (China), and Taiwan (China) shall refer to the requirements for overseas
agencies.
3、应征机构 （含联合体） 应有与本项目相类似的产业策划、城市设计、园林景观和生态修复项目经验 (须提供自 2018年1月1日起的同类项目设计业绩)。
7.1.3 The applicant agency
(including the consortium) shall have experience in similar industrial planning,
urban design, landscape architecture, and ecological restoration projects (and
shall provide design achievements of similar projects since January 1, 2018).
4、法定代表人为同一个人的两个及两个以上法人、母公司、全资子公司及其控股公司，视为同一申请人，不可同时报名。
7.1.4 If the legal
representative is the same person for two or more legal entities, parent
companies, wholly-owned subsidiaries, or holding companies, they will be
considered as the same applicant and cannot apply simultaneously.
5、本次征集活动不接受个人或个人组合的报名。
7.1.5 This solicitation does
not accept individual or individual group applications.
（二）联合体成员需签署具法律效用的《联合体协议》，明确联合体各方在本次方案竞赛中的分工、比重和牵头单位。
7.2 Consortium members need to
sign a legally binding "Consortium Agreement" to clarify the division
of labor, proportion, and leading unit of the consortium in this event.
（三）申请人团队配置应包含产业策划、城乡规划、生态修复、交通规划、景观设计、建筑设计等相关专业。
7.3 The applicant team should
include professionals in industrial planning, urban-rural planning, ecological
restoration, transportation planning, landscape design, architectural design,
and related fields.
（四）参与本次方案征集的主要设计人员应为其所属设计单位的在册人员。申请人须确定1名主创设计师，若主创设计师具有主持过同类型项目经验（含国内外生物城、科创城类规划设计项目和生态修复类项目）将优先考虑。主创设计师须全程参与本次方案征集，包括出席现场踏勘、项目启动会、答疑会及方案评审会。未经主办单位同意，擅自更换主创设计师或缺席上述会议的，主办方有权取消参选资格。
7.4 The main designers
participating in this solicitation should be registered personnel of their
respective design units. The applicant must designate one chief designer, and
if the chief designer has experience in leading similar projects (including
planning and design projects for biological parks, science and technology
innovation cities, and ecological restoration projects both at home and abroad),
they will be given priority consideration. The chief designer must participate
in the entire design solicitation process, including site visits, project kick-off
meetings, Q&A sessions, and review meetings. Without the organizer's
consent, any unauthorized replacement of the chief designer or absence from the
aforementioned meetings may result in disqualification by the organizer.

征集规则
Solicitation Rules
（一）本次征集分为3个阶段。第一阶段为资格预审阶段；第二阶段为方案设计阶段；第三阶段为方案评审阶段。
8.1 This solicitation is
divided into 3 stages as follows: the first stage-the qualification
pre-screening stage; the second stage-the design stage; the third stage-the
review stage.
（二）资格预审委员会对申请人的报名材料进行资格预审，从中遴选出3个入围单位和2个备选单位。
8.2 The qualification screening Committee will conduct a qualification pre-screening
review of the applicants' registration materials and select three shortlisted
units and two alternative units from them.
（三）主办单位将对各入围方案进行方案评审，方案专家评审委员会由不少于7名专家组成，根据专家评审结果形成推荐方案，经行政审定会最终确定1个中选方案（一等奖）、2个优秀奖。
8.3 The organizer will conduct
a design review of the shortlisted proposals. The Proposal Expert Review
Committee, composed of no fewer than 7 experts, will evaluate the proposals and
recommend a preferred proposal based on the expert evaluation results. The
recommended proposal will then be subjected to final approval at an
administrative review meeting. Ultimately, one selected proposal (first prize)
and two outstanding proposals will be determined.

奖金设置
Bonus
（一）根据专家评审结果形成推荐方案，经行政审定会最终确定1个中选方案。中选单位获得后续深化设计合同，合同总价为450万元，其他单位获得一次性奖金120万元。
9.1 Based on the expert
evaluation results, a recommended proposal will be formed and ultimately
determined as the selected proposal at the administrative review meeting. The
selected unit will be awarded a subsequent contract for detailed design, with a
total contract value of 4.5 million yuan. Other units will receive a one-time
bonus of 1.2 million yuan.
（二）如因中选单位的原因（如放弃合同签订资格、因不可抗力不能履行合同、或被查实存在影响评审结果的违法行为等情形）不符合签订合同条件的，主办单位可以与其余候选单位进行合同谈判，以确定合同签订单位。
9.2 If the selected unit is
unable to meet the contract signing conditions due to reasons such as
forfeiting the qualification to sign the contract, inability to fulfill the
contract due to force majeure, or being found to have engaged in illegal
activities that impact the review results, the organizer may enter into contract
negotiations with the remaining candidate units to determine the contracting
party.
（三）方案征集过程中发生的一切费用及有关税费，由设计单位自行负责。
9.3 The design unit itself
shall bear all costs and related taxes and fees incurred during the proposal
solicitation process.

Achievement Requirements
（一）资格预审阶段
10.1 Qualification
Pre-screening
报名资料包括征集报名表、商业登记/营业执照、资质证书、法定代表人授权委托书、联合体协议书、设计机构相关业绩介绍、主创设计师业绩介绍、团队人员构成安排及其他有帮助的资料（如获奖证明及荣誉等）文件。（详见附件要求）
The application materials
shall include the solicitation application form, business registration/business
license, qualification certificate, power of attorney issued by the legal
representative, consortium agreement, performance introduction of the design
agency and chief designer, team composition arrangement, as well as any additional
items such as award certificates and honors. Please refer to the attachments
for further details.
报名资料包括电子文件和纸质文件两部分，并统一封装在文件袋中，文件袋封面须注明项目名称和申请人名称，加盖单位公章，并由法定代表人或其授权代表签字。若为联合体的，需加盖联合体各方公章。其中，纸质文件应提交2份，并采用竖版A4规格（建议胶状，单独成册；不建议使用硬皮或铁线圈装订），电子文件应以U盘形式提交。（详见附件要求）
The application materials
consist of both electronic and paper documents, which must be packaged in a
document bag that bears the project and applicant names on the cover. The paper
documents should be stamped with the official seal of the unit, and signed by
the legal representative or his authorized representative. In the case of a
consortium, the official seals of all parties involved must be affixed. Two
copies of the paper documents should be submitted and should have vertical A4
dimensions; these must be packaged in a separate book using glue instead of
hard leather or iron coil binding. Electronic documents should be submitted on
a USB disk. Please refer to the attachments for further details.

1、设计文本 Design text
设计文本包含设计说明和图纸，需提交正本2份（封面加盖公章），副本20份，规格为A3（297mm×420mm），软皮胶装，建议双面打印。其中，总体鸟瞰效果图不少于2张，节点透视效果图不少于3张。
10.2.1 The design text
includes design instructions and drawings. 2 originals (with official seal on
the cover) and 20 copies; A3 (297mm×420mm)；soft leather binding and double-sided printing. There are no less than 2
overall bird's-eye view renderings, and no less than 3 node perspective
renderings.
2、展板 Exhibition board
设计成果选择主要内容展示，提供展板一套6张，规格为1189mm*841mm，统一采用竖向排版，并应用阿拉伯数字在图板的右下角排序编号。
10.2.2 To select the main
content of the design results for display; a set of 6 display boards; 1189mm*841mm;
vertical layout uniformly; Arabic numerals to sort and number at the lower
right corner of the drawing board.
3、演示文件 PowerPoint
各单位需提供不超过13分钟的多媒体文件（含3分钟三维动画视频）。

to provide a multimedia file that does not exceed 13 minutes in length,
including a 3-minute 3D animated video.
4、模型 Model
各单位需制作生物科技创新核心区和渝万高铁国际生物城站北侧部分区域三维模型（比例1:2000）。

to create a 3D model (scale 1:2000) of the core area for biotech innovation and
the northern section of the Yuzhong-Wanzhou High-Speed Railway International
Biological Park Station.

包含上述全部设计成果的电子文件U盘2套。

（三）方案深化阶段
10.3 Proposal Refinement
深化设计单位在吸收各方案亮点的基础上，形成可纳入详细规划的城市设计成果，成果内容需满足《重庆市城市设计编制技术指南》，并根据成果编制形成片区城市设计导则。
The proposal refinement design
unit can develop detailed urban design planning based on the highlights of each
scheme. The content of the results must comply with the "Technical
Guidelines for Compilation of Urban Design in Chongqing". Subsequently,
urban design guidelines for the area can be produced based on the results.

15.1 This international

personnel participate in site surveys, proposal evaluations, and exchanges and

（五）凡报名参加本次活动的设计机构，均被视为同意并接受本次活动规则以及各阶段相应的文件及其补充（修改）文件和澄清文件之全部内容及条款。
15.5 All design organizations
