大赛面向全球城市创新设计新锐力量征集优秀作品，根植西海岸新区地方特色，聚焦西海岸新区创新需求，汇聚卓越灵感作品，以顶尖人才的创意Young力量赋能西海岸新区创新发展，吸引更多优秀青年关注青岛，了解青岛西海岸，建设青岛西海岸，让青年心中的“美好生活态”赋能城市建设。
本次大赛颁奖典礼拟定于8月开展，让我们相约8月的西海岸，在沙滩、音乐、美食中，畅谈美好生活态，共聚快乐创新节。

1.沙滩文旅场景-银沙滩景区
1. Beach travel scene-silver beach scenic spot
银沙滩景区位于青岛市黄岛区凤凰岛旅游度假区西南侧，金沙滩西南，是国家AAAA级景区金沙滩的姊妹滩。全长2000余米，呈月牙形状，东西伸展，水清滩平，是天然的海水浴场。因沙质细腻均匀，太阳下银光四射，宛若镶嵌在蓝色丝绸上的银盘，故名银沙难。
银沙滩南濒黄海，背靠黑松林，阳光、大海、沙滩、松林，动静结合，交相辉映，是绝佳的休闲度假天堂。银沙滩山清水秀，沙质细腻，为原生态天然优质海沙滩，西海岸新区正将银沙滩打造成高品质海滨休闲度假目的地。
近年来，西海岸新区在银沙滩景区停车场、智能监控、亮化、绿化、景观小品等基础设施建设方面持续加大投入，使景区环境得到了全面提升。同时，创新建设了银沙美墅、海边露营地等新型二次消费项目，极大地丰富了银沙滩景区休闲度假业态。
选址区域紧邻沙滩，交通方便，配套有停车场和小零售商业，旅游和露营人群较多，青岛啤酒节等节假日期间人流量大，具体设计范围如下：
Silver Beach Scenic Area is located in the southwest of Phoenix Island Tourist Resort, Huangdao District, Qingdao, southwest of Golden Beach, and is the sister beach of Golden Beach, a national AAAA-level scenic spot. It is more than 2,000 meters long, in the shape of a crescent, stretching from east to west, with clear water and flat beaches, and is a natural seawater bathing area. Because of the fine and even quality of the sand, the silver light under the sun is like a silver plate inlaid on the blue silk, so it is called Silver Sand Hard.
With the Yellow Sea to the south and the black pine forest to the back, Silver Beach is an excellent leisure and holiday paradise with its combination of sun, sea, beach and pine forest. With its beautiful mountains and fine sand, Silver Beach is a pristine, natural and high quality beach, and the West Coast New Area is making it a high quality seaside holiday destination.

青岛中德生态园（国际经济合作区）于2010年7月在中德两国总理见证下签约，是青岛重点功能区之一，2013年7月启动建设。截止2022年底，累计20家世界500强项目、3000多家国内外企业落户发展，形成智能制造、生命健康、集成电路等多个引领性产业体系。
中德生态园秉承突破新兴产业、培育未来产业、提升优势产业的理念，签约建设富士康高端封测项目、海尔工业互联网基地等重大产业项目。以高标准要求引领生态建设发展，率先编制实施生态指标体系，发布全球首个自贸区绿色指标体系。广泛实施生态技术，推广实施超低能耗建筑、绿色建筑、海绵城市等先进技术，获得首个德国DGNB区域认证。
中德生态园打造万亩产业园区、新增千名专业人才、建设千亩人才社区。这里创新氛围浓厚，汇集知识青年，日益成为高水平开放合作的一面旗帜。通过设置城市驿站将带动周边形成产业邻里中心，提升青年工作生活的便捷和品质，具体设计范围如下：

Adhering to the concept of breaking through new industries, cultivating future industries and upgrading advantageous industries, the Sino-German Ecological Park has signed up to build major industrial projects such as Foxconn's high-end packaging and testing project and Haier's industrial internet base. 城市阳台景区位于灵山湾旅游度假区核心区，由城市阳台景观区、灵山湾第一海水浴场（拥有天然优质沙滩1980米）、中央湖及市民文化广场、文化会展公园、海洋研学基地等组成，是西海岸新区重要的社会公益性城市休闲公园和文化旅游标志性工程，也是青岛市第一个大型免费公益性城市休闲公园。
城市阳台于2012年8月建成开放。2014年7月，被评定为国家AAAA级景区，并连续多年获评青岛市4A级旅游景区综合评价、青岛市4A景区旅游服务质量游客满意度、青岛市八大海水浴场考核排名第一名。2018年城市阳台建成中央湖水秀和海岸线照明、建成世界上最大的有孔虫雕塑园对外开放。2021年对市民文化广场和体育公园进行品质提升，引入了特色书店、小酒吧、咖啡吧等功能业态，新建1.4万平方米体育公园，建设篮球场、足球场、滑板场、儿童游乐场地等。
目前，城市阳台集文化、休闲、运动、观海等多功能于一体，并成功举办了一系列大型文化体育商贸及社会公益活动，年接待国内外游客100多万人次，这里已然成为新区全新的公共文化休闲体验空间。具体设计范围如下：

参赛要求Contestant Requirements
本次大赛，面向国内外青年设计人才开放，包括专业的设计机构、设计团体、
自由设计师、艺术家、国内外全日制在校生（含本专科生、硕士生、博士生）
及其他相关从业者或爱好者的团队或个人等均可报名参赛。
人数要求
1.每队参赛成员不超过5人（不含指导教师，指导教师不可超过3人）
2.每队需确定1位负责人，主要负责队伍与大赛组委会的联络对接。
3.团队成员平均年龄不超过35岁。
This competition is open to young design talents at home and abroad, including professional design institutions and design groups,
freelance designer, artist, full-time students at home and abroad (including junior college students, master students and doctoral students)
and other related practitioners or enthusiasts' teams or individuals can sign up for the competition.
Number requirement
1. No more than 5 members per team (excluding instructors, no more than 3 instructors)
2. Each team needs to determine a person in charge, who is mainly responsible for the contact and docking between the team and the competition organizing committee.
3. The average age of team members is not more than 35 years old.
评审流程Review Process
一轮审核
组委会对所有投稿作品进行初轮审核，不符合参赛要求的作品将淘汰，其余作品按组委会对作品质量的评审结果进行排序，前36进入下一轮评审，获“美好生活36态”证书。
二轮评审和人气奖投票
所有进入二轮评审的作品都有资格通过世界规划教育组织WUPEN网站进行人气奖投票，获投票数前10的作品获人气奖，投票数前2作品直通晋级总决赛。所有进入二轮评审的作品将同步进入院士专家评审阶段，除通过人气投票直通晋级的作品，得分排行前8的作品将晋级总决赛，获“百态十强”证书。
总决赛
10支队伍将线下路演，由院士专家现场评审，最终评定金海岸奖、银海岸奖、扬帆奖，并同步颁发人气奖证书。
文件要求Documentation Requirements
1.方案报告
参赛队伍需提交一套完整的西海岸环岛沿线驿站单体设计方案，包括该驿站整体空间的布局图、平面图、立面图、剖面图、效果图及内含的技术、功能、服务说明等。
以横版报告形式呈现，画面比例16:9，不超过20页，格式为PDF。文件以“方案名”命名。需单独提交一张封面图，用于线上展览，画面比例16:9，格式为jpg。
2.方案视频
参赛队伍需提交1段30秒短视频，集中展现作品亮点。
形式不限，视频格式需要为mp4，压缩至200MB以内。文件命名为“方案名”。时长30秒以内。
3.方案源文件
包括完整图纸文件和模型文件。
4.颁奖典礼及展览
获奖队伍将收到组委会通知。配合组委会安排，对方案成果进一步优化或演绎，准备展板或汇报文件。
5.落地实施
颁奖典礼结束后，主办单位将选定待建成的方案并联络对应参赛队伍。

3. Solution source file
Includes complete drawing files and model files.
4. Awards ceremony and exhibition
The winning team will be notified by the organizing committee.Cooperate with the organizing committee to further optimize or deduce the program results, and prepare exhibition boards or report documents.
5. Implementation
After the award ceremony, the organizer will select the scheme to be completed and contact the corresponding participating teams.

本赛事规定，凡主动参与本次征集活动的所有参赛者，均视为已经对所提交的作品版权归属作如下不可撤销声明：
1.原创声明
作品知识产权归大赛主办方所有。参赛方案必须是参赛者个人原创作品，不能侵犯任何第三方个人和单位的任何专利权，著作权，商标权及其他合法知识产权。一旦查实非原创作品，主办方有权立即取消其参与、入围与获奖资格，收回奖项及保留追究法律责任的权利，如主办方因此被起诉或产生其他损失的，主办方有权要求该参赛者进行全额赔偿；主办方已先行赔付的，有权向参赛者追偿所有直接损失及间接损失（包括且不限于律师费、诉讼费、保全费、鉴定费、公证费等）。
2.权利声明
本次大赛系专题类应征竞赛，应征作品的署名权归作者享有，作品入选后，主办单位有权对作品方案加工修改，建设落地。
3.同意声明
世界规划教育组织WUPEN拥有所有参赛作品的展示权。参赛者上传作品即表示同意授权世界规划教育组织向全社会署名或隐名的形式展示作品，同意大赛确定的评选方式。参赛者提交作品之前，已仔细阅读所有条款，充分理解并表示同意，本次大赛的评委会拥有对所有获奖作品的评选结果有最终裁定权。
4.其他声明
参赛作品如有违背大赛主题、民族传统习俗、国家相关法律法规、行业规范、道德标准等情形，与大赛组委会无关，且组委会将采取一票否决制，不予入选。
5.对于本次大赛所产生的任何疑义，大赛组委会（主办方+承办方）保留最终解释权。
